The Tomskneft project in Siberia

Bateman Project Holdings Limited (BATEMAN) is providing a large gas compression and treatment station for the Tomskneft Production Association. The station is situated at Leuginetskoye on a tributary of the river Ob in Western Siberia, 800 km north-west of Tomsk.

When fully operational the station will compress and process 1,5 billion m 3 /yr of associated natural gas at the Leuginetskoye oil field, which is currently being flared. BATEMAN is in charge of the overall project management of both the supply and construction portions of the project.

Equipment supply


The design and supply portion of the contract for the project involves over US$ 100M of equipment and materials. Deliveries to site commenced in January 1997 and should be largely completed by the first quarter of 1998. The most significant single shipment worth US$ 39M was delivered in April. This comprised two 20 000 hp Cooper Rolls compressor trains and a two year supply of spare parts. One complete train was mechanically tested at Cooper’s Mt Vernon, Ohio, fabrication facility prior to shipment and the test was done in the presence of a delegation from OAO Tomskneft. BATEMAN prepared the operating manuals for this station.

Construction


While early planning for construction started in mid 1994, pile driving and construction of pile caps and foundations began only after the delivery by barge of piling, cement, sand and gravel during the barging ‘window’ from mid-May to mid-June. This work continued through summer and fall of 1997. The next major construction thrust commenced once materials and equipment could be transported over the ice road, which traditionally becomes available in December.

A piping prefabrication shop was established in Tomsk and about 900 tonne of piping prefabricated in anticipation of the iced road.

BATEMAN has a fixed price US$ 63M contract with OAO Tomskneft for the construction of the compressor station. At peak activities the construction management team comprised 11 BATEMAN engineers supported by eight clerks and translators. GAMA, a Turkish construction contractor was subcontracted for the lump sum construction of the project and is providing all construction equipment, materials, small tools, supervision and labour to construct the station. GAMA has a total staff complement of about 500 on-site, which includes 450 Russian and Turkish construction workers.

Financing the project

A significant factor contributing to the implementation of this project was BATEMAN’s ability to successfully structure and secure financial packages in support of international projects.

The supply contract is financed by a consortium of banks guaranteed by the Export-Import (Ex-Im) Bank of the United States of America. The financing is governed by the oil and gas framework agreement (OGFA) between Russia and the Ex-Im Bank and the project is the first to become operative under this programme.

The supply contract for the Tomskneft project was originally awarded to BATEMAN in November 1993. The contract was executed in March 1994 and after protracted negotiations involving 17 different organizations the Ex-Im / IFTRIC loan guarantees were eventually secured in September 1995.
